Akselerasi Integrasi Layanan Primer Pada Dinas Kesehatan Provinsi Sulawesi Selatan

Primary Service Integration (ILP) is a component of health system transformation that strengthens primary health services through an integrated, community-oriented approach. This study aims to describe the acceleration of ILP implementation by the South Sulawesi Provincial Health Office in support of health system transformation. A descriptive, qualitative method was employed. Data were collected through interviews, observations, and document reviews, and subsequently analyzed through stages of data collection, condensation, presentation, and conclusion drawing. The results indicate that accelerating ILP implementation encompasses health policies and programs, planning and budgeting, resource readiness, monitoring and evaluation, and cross-sector and cross-program collaboration. Policy support is in place, and planning and budgeting processes have begun to accommodate the needs of ILP implementation. Human resources and infrastructure readiness are relatively adequate, although regional disparities persist. Monitoring and evaluation activities have been conducted, yet the quality of data and performance indicators requires further strengthening. Cross-sector and cross-program collaboration is underway, but coordination and commitment among stakeholders need improvement. In conclusion, while the acceleration of ILP implementation in South Sulawesi Province is progressing, further strengthening is required in resource equity, monitoring and evaluation, and cross-sector and cross-program coordination to optimally support the transformation of primary services.
