Analisis Pemenuhan Cakupan Standar Pelayanan Minimal Bidang Kesehatan Pada Pelayanan Penderita Hipertensi Kota Makassar

The Minimum Service Standard (MMS) in the health sector outlines the types and quality of basic services that local governments must provide to fulfill the public's basic rights. In Makassar City, healthcare services for hypertension patients represent an SPM indicator with achievement levels that remain low compared to other health service indicators. This study aims to analyze the fulfillment of SPM coverage for hypertension healthcare services within the Makassar City Health Office's jurisdiction in 2025. A qualitative approach with a descriptive-comparative design was employed. Data were collected through in-depth interviews, observations, and document reviews with eight informants from the Makassar City Health Office, the Tamalanrea Jaya Community Health Center (Puskesmas), and the Rappokalling Community Health Center. Data analysis followed the Miles and Huberman model, comprising data reduction, data display, and conclusion drawing. The results reveal variations in meeting SPM requirements for hypertension services across six examined aspects: human resources (HR), facilities and infrastructure, funding, program management, monitoring and evaluation, and policy and leadership support. While facilities, infrastructure, and funding were generally adequate, limited human resources emerged as a primary obstacle to achieving service targets. At Rappokalling Community Health Center, the SPM achievement for hypertension dropped from 59.92% in 2023 to 43.38% in 2025, a decline attributed to staff turnover and limited proficiency with digital systems. Conversely, Tamalanrea Jaya Community Health Center demonstrated improved performance, reaching 100% achievement in 2025. The study concludes that meeting SPM requirements for hypertension healthcare services depends not only on the availability of facilities and funding but is also significantly influenced by the adequacy and capacity of human resources, as well as program management at the community health center level. Strengthening human resource capacity, ensuring the continuity of program management, and optimizing monitoring systems are essential to consistently achieve the Minimum Service Standards (MSH) for hypertension.
